- interviewed senior and operational managers
- interviewed frontline staff and Trade Union representatives
- carried out on-site reality checks
- assessed operational management capacity and capability
- assessed 7 procurement options and recommended outsourcing
- carried out a Soft Market Sounding to assess the state of the market
- advised the Council on the most attractive bundle of services to offer to market
- identified more than £1 million per year in savings
