David Rosselli supported Sandwell MBC to procure an Improvement Partner who would strengthen the Children's Service to improve future Ofsted scores.
David's roles included:
- writing the Pre-Qualification Questionnaire (plus evaluation tool)
- writing sections of the Invitation To Negotiate document
- designing a cost & HR model to assess the bids coming in
- supporting the in-house team through each stage of the procurement process
